The cost of marketing

I've noticed that the number of leaves of paper in hotel notepads has been gradually decreasing. Rarely do I find a notepad with more than 10 leaves and the notepad in the Hard Rock Hotel in Chicago where I'm staying right now only has six.

Shouldn't these notepads be more marketing opportunity than cost to be controlled? It's one thing for guests to be walking off with dressing gowns. Are notepads in this same general category or should they be thought of as more of an advertising and promotion vehicle doing their bit to help guests come back the next time?
